The Dutch government has started providing high-risk government officials with fully managed mobile devices as part of its new app policy. This move is aimed at mitigating the risks posed by apps originating from countries with offensive cyber programs against the Netherlands or its interests. According to former State Secretary for Digitalization Van Huffelen, the new policy has chosen a risk-based approach. Initially, the measures will only be implemented for officials who, based on their job profile, pose a heightened risk of digital espionage by state actors and cybercriminals. This group includes members of the General Administrative Office and officials in trusted positions with a Verklaring Geen Bezwaar (VGB) B, A, and A+, as issued by the AIVD and MIVD.

Strict App Installation Guidelines

On these managed devices, only pre-approved apps can be installed. This is achieved through an allow-list. The implementation is currently being carried out by the national organizations responsible for issuing mobile devices to government employees.

Phased Rollout

It is unclear whether and when other government officials will be included in the program. The State Secretary notes that a positive evaluation of the first rollout in Q1 2025 will be necessary before determining whether and when other groups of officials will be included or whether the program will need to be scaled back.
