DDoS Attacks on Belgian Government Websites: Insights from State Secretary

State Secretary for Digitalization Szabo has acknowledged that tracing the perpetrators behind DDoS attacks is often challenging. In response to parliamentary questions about recent attacks on Belgian government websites, Szabo highlighted the limited impact and symbolic nature of these types of attacks. The Belgian Center for Cybersecurity had previously stated that DDoS attacks are generally harmless, and Szabo agrees. "The impact of a DDoS attack is often limited and symbolic in nature," he said. However, the State Secretary also emphasized the difficulty in identifying those responsible for DDoS attacks, citing recent examples such as the attacks on DigiD. "It is generally challenging to trace the identity of an attacker due to the nature of DDoS attacks," he explained. According to Szabo, DDoS attacks can be carried out by both state and non-state actors, who use various means and techniques to conceal their identities. These may include IP spoofing, botnets, and reflection attacks. Additionally, malicious actors can leverage paid DDoS services, known as "Booters." In the case of the DDoS attacks on DigiD, each incident is investigated and, where possible, additional measures are taken, the State Secretary noted. Furthermore, the NCSC is conducting research on DDoS attacks in general to gain a better understanding of the techniques and victims involved. However, the NCSC does not engage in attribution, or identifying possible perpetrators.
